Luis A. Avilés

Luis A. Avilés is a Professor of Law at the School of Law of the University of Puerto Rico, where he teaches Energy Law, Corporations, Mergers and acquisitions, Business Organizations, International Business Transactions, European Union Law, Public International Law, Climate Change Law, and The Legal Profession.  Professor Avilés obtained a PhD in Environmental Sciences summa cum laude at the University of Puerto Rico as well as a Legum Magister in European Law, Mention Bien from the Université de Paris II Pantheon-Assas, and a Juris Doctor degree from Harvard Law School.  He also holds a Master's Degree in Physics from the Harvard Graduate School of Arts and Sciences and a Magna Cum Laude Bachelor in Science in Physics from the University of Puerto Rico at Mayaguez.  He has been practicing business law in Puerto Rico since 1992.  He served as President of the Board of Governors of the Puerto Rico Electric Power Authority (PREPA) from 2005 to 2009 and as Vice Chairman of the Board of Directors at the Government Development Bank for Puerto Rico from 2006 to 2009. Mr. Avilés is a member of the American Bar Association, the United States District Court for the District of Puerto Rico, and the United States Court of Appeals for the First Circuit.  During the last decade, he has been a public advocate of legislative reforms in the Puerto Rico energy sector and participated in drafting Law 57-2014 and Law 17-2019.
